Over the past four decades, Shenzhen, as a pioneering demonstration area, has achieved remarkable success in areas such as "quality", "efficiency", and "innovation". It has not only given birth to globally renowned high-tech industries but also adhered to high-quality development in traditional manufacturing, jointly driving the sustainable progress of the city's economy.
On March 1st, the Shenzhen Quality Infrastructure Service Conference for the High-Quality Development of Advantageous Industries was grandly held at the headquarters of the Shenzhen Furniture Industry Association. The conference coordinated the strength of the city's advantageous industries and, with the theme of "Quality Foundation and Brand Demonstration", explored the high-quality development direction of China's basic industries. At the same time, it demonstrated the Shenzhen government's determination to build Shenzhen quality and continue to play the role of a vanguard. Four municipal people's congress deputies and members of the Chinese People's Political Consultative Conference were invited to attend. More than 40 responsible persons from departments such as the Municipal Development and Reform Commission and the Municipal Science and Technology Innovation Commission, as well as market supervision departments of various districts, about 100 representatives from relevant industry associations such as the Furniture Association, quality and technical institutions such as the Municipal Metrology and Quality Inspection Institute, key enterprises such as Changjiang Furniture, and experts and scholars attended the conference. The number of participants on site exceeded 200. About 130 government and enterprise units attended the meeting.

Li Jun, deputy director of the Municipal Market Supervision and Administration Bureau, attended the meeting and delivered a mobilization speech. Li Jun pointed out that the competition among countries in the industrial field is becoming increasingly fierce at present. The core of the industrial competition is the competition of quality, which is largely manifested as the competition of quality infrastructure. Quality infrastructure is an internationally recognized national quality technology foundation and an important component of the "Four Industrial Bases" industrial technology foundation. It plays a significant foundational guarantee role in promoting scientific and technological innovation and industrial development, as well as advancing supply-side structural reform. In recent years, Shenzhen has introduced a package of policies in terms of legislation, planning and talent to support the construction and application of quality infrastructure, achieving remarkable results. At present, the number of metrology calibration institutions accounts for half of the province's total. Nearly 90 international and domestic professional standardization organizations have been established, and there are over 800 inspection and testing institutions. Well-known international and domestic certification institutions such as Tongbiao, Rheinland, Tianxiang, and CQC have all settled in Shenzhen. The case of providing "one-stop" services for the quality improvement of the photovoltaic industry in the Greater Bay Area has been demonstrated and promoted nationwide.Li Jun emphasized that in the face of the new situation and requirements of the new round of technological revolution and industrial transformation, Shenzhen must continue to take the lead and set an example for the country in improving the construction and application level of the quality infrastructure system and promoting high-quality industrial development. First, it is necessary to consolidate the industrial technology foundation with a first-class quality supply system and achieve an overall upgrade of the elements of the quality infrastructure. Second, we should drive industrial iteration and upgrading with strong quality innovation capabilities and promote the standardization and industrialization of quality innovation achievements. Third, we should enhance the momentum of industrial development through an efficient quality coordination mechanism, strengthen the coordination between quality policies and those related to industry, science and technology, finance, trade, and talent, and promote the deep integration of quality technology services with advanced manufacturing. Fourth, we should empower the improvement of industrial quality with advanced quality service models, vigorously carry out "one-stop" services for quality infrastructure, actively align with high-standard economic and trade rules, and provide full life-cycle technical support for industrial development.
At the meeting, Zhang Fang from the Quality Division of the Municipal Market Supervision and Administration Bureau conveyed the "Outline for Building a Quality Strong Country", and organized the participants to conduct in-depth study on the basic contents of the Outline and the specific arrangements for the construction of quality infrastructure. Xia Chunzhou, the head of the Manufacturing Innovation Division of the Municipal Industry and Information Technology Bureau, gave an on-site presentation on relevant policies and measures for quality work. It won a warm response from representatives of industry associations, quality and technical institutions, and enterprises present. Li Xiang, a member of the Shenzhen Quality Infrastructure Strategic Advisory Committee, delivered a special lecture at the conference, elaborating in a simple and understandable way on the significant meaning and application scenarios of the national quality infrastructure.
Through the sharing of three typical cases of business enterprises in the association, not only was the pioneering, professional and comprehensive development of local institutions in Shenzhen demonstrated, but also a replicable and referenceable Guangdong model was provided for other industries and other provinces.
Build Quality Service Networks, Create One-Stop Platform to Drive Industrial Progress
This conference presented plaques to the first batch of quality infrastructure "one-stop" service platform units in Shenzhen. This marks that the Shenzhen Market Supervision and Administration Bureau has officially and comprehensively connected with the industrial demands of inspection and testing, metrology, standards, certification, intellectual property rights, etc., fully leveraging the technical advantages of quality infrastructure such as the "two centers", and actively fulfilling the function of serving social and economic development. Establish a provincial, municipal and county-level coordinated service mechanism to address the basic service demands for the quality of industrial development at each level. At the same time, focus on resource integration, form a joint force for platform construction, and create a combined online and offline interactive service model to provide enterprises with scientific, efficient and convenient quality basic services.
At the final part of the conference, a signing ceremony for the Shenzhen Quality Infrastructure Enterprise Benefit Service Cooperation Intention Letter was held on the spot. Under the witness of all the participants, the Furniture Branch of Shenzhen Product School signed service cooperation intention letters with leading enterprises such as Changjiang Furniture, Zuoyou Furniture, and Yuanchao CBD respectively. Also present at the signing ceremony were representatives from the Municipal Institute of Metrology and Quality Inspection, the Shenzhen Branch of China Quality Certification Center, and the Municipal Quality Association. The government will comprehensively deepen cooperation in multiple fields such as metrology and testing, standard development, inspection and testing, product certification, quality analysis, brand building and compliance training, and further broaden the application prospects of quality infrastructure in all sectors.
